Social Circle, Georgia (population approximately 5,000) locked the water meter on a warehouse purchased by DHS for just under $129 million, blocking a planned ICE detention center that would house up to 10,000 detainees and employ 2,500 people. City officials said the facility's water and sewer demands would exceed the town's infrastructure capacity — their sewer plant processes 660,000 gallons per day and is already at capacity — with the site located about one mile from an elementary school.
