ICE's detained population has nearly doubled from 37,000 to over 72,000 in one year, with DHS targeting 100,000 bed capacity through a "hub-and-spoke" model of mega-centers and regional facilities backed by $45 billion in new funding. Twenty-six people have died in ICE custody since October, making it the deadliest year on record, while community opposition has blocked facilities in multiple states.
