ICE Detains Man Who Reported Shooting at Houston Home Depot to Police

Federal agents detained Juan Francisco Monroy Turuy, a 54-year-old Guatemalan citizen, on Sunday, August 9, after he spoke with Houston police officers responding to a shooting in a Home Depot parking lot in the 10000 block of Bellaire Boulevard. According to the Houston Police Department, officers left to arrest the suspected shooter and returned to find federal agents detaining Monroy; the department said it had not contacted ICE. ICE said Monroy had been “convicted of a criminal offense” but did not provide details, and he was held at a detention facility in Montgomery County. Harris County District Attorney Sean Teare said detaining witnesses who cooperate with law enforcement will discourage others from coming forward: “It’s making people less safe.”
