Human Rights Watch: Federal Agents “Terrorized” Minnesota Communities in Operation Metro Surge
A Human Rights Watch report documented widespread abuses during Operation Metro Surge, a December 2025–March 2026 federal immigration crackdown in Minnesota. HRW found that agents unlawfully killed U.S. citizens Renee Good and Alex Pretti, used excessive force, racially profiled residents, and arbitrarily detained roughly 4,000 immigrants. The group called for systemic reform and accountability at the highest levels of government.
