ICE operates a sixth-floor holding facility inside the George H. Fallon Federal Building at 31 Hopkins Plaza in downtown Baltimore — five cells originally designed for processing stays of less than 12 hours. Detainees reported overcrowding, men and women housed together, a single toilet with minimal privacy, inadequate food and water, and extended stays well beyond the 12-hour limit. One detainee said he was "shackled by his ankles and wrists 'like an animal'"; Jorge Reyes Medina, who became severely ill after eating a sandwich provided inside, said: "There was a moment when I thought I might die in there." On March 8, 2026, ICE flew approximately 100+ detainees to Arizona — the day before Maryland's congressional delegation arrived for a surprise oversight visit under a court order permitting unannounced inspections. The delegation found the cells empty and was given no information on detainee whereabouts. Sen. Chris Van Hollen said the timing "appears to be another instance in a persistent pattern of this Administration attempting to cover up their abuses."
