A Border Patrol agent killed a migrant in Texas last December. Officials are still withholding details.
Isaias Sanchez Barbosa, a 31-year-old Mexican national with no criminal history, was shot three times in the chest and forearm by Border Patrol agent Armando Flores near the Rio Grande in Starr County on December 11, 2025, and died within an hour. The agent said he fired in self-defense during a roughly four-minute struggle that erupted as agents tried to arrest migrants who were retreating toward Mexico. A Starr County grand jury declined to indict Flores in June 2026, yet federal agencies are still withholding body-camera footage, dash-camera recordings, radio communications, and incident reports, citing open investigations by the Texas Department of Public Safety and CBP's Office of Professional Responsibility. 'Somebody is trying to run from you back to Mexico, how would deadly force be a proportional response?' said former CBP commissioner Chris Magnus.
