A Department of Homeland Security Office of Inspector General report, issued after an unannounced inspection, found staff at Winn Correctional Center — one of the country’s largest ICE detention centers, holding more than 1,500 men — used a prohibited chokehold to gain control of one detainee and stabbed another in the hand with a pen. Investigators reviewed facility video and concluded Winn failed to fully comply with federal standards governing use of force, environmental health and safety, medical care, and access to legal materials, citing leaking vents and ceilings with insulation falling through. The watchdog issued nine recommendations spanning use-of-force handling, sanitation, and food service.
