Lawsuit Accuses ICE, GEO Group and CoreCivic of Abusing a Disabled Detainee

Ulises Peña López, arrested by about a dozen ICE agents outside his Sunnyvale home in February 2025, alleges agents beat him in view of his wife and baby daughter, then continued the assault in a nearby alley until he lost consciousness. The federal lawsuit, brought with Disability Law United and Pangea Legal Services, accuses the government and private prison contractors GEO Group and CoreCivic of excessive force, medical neglect and failure to accommodate his disabilities in detention before he was deported to Mexico in October 2025.
