Judge Dismisses Maryland Attorney General’s Suit for ICE Records on Baltimore Holding Facility

October 15, 2026 Baltimore, MD The Baltimore Banner Lawsuit
U.S. District Judge Julie Rubin dismissed Maryland Attorney General Anthony Brown’s suit seeking ICE records on conditions at its Baltimore holding facility, ruling that the state lacked authority to force ICE to comply with its January subpoena and calling it “fatally facially defective.” DHS called the suit frivolous. The ruling addressed the attorney general’s authority, not conditions at the facility.
