HRW and ACLU Report Routine Beatings and Abuse at Camp East Montana — Fort Bliss, TX

A joint Human Rights Watch and ACLU report, based on some 80 interviews with detainees, found people held at Camp East Montana — the tent facility on the Army’s Fort Bliss in El Paso — endured routine beatings and other excessive force by guards, chronic malnutrition, and unsanitary, degrading living conditions. The camp, erected in 2025 to hold thousands, has previously recorded a death ruled a homicide, tuberculosis, and a measles outbreak.
