Congressman Says Venezuelan Man Shot by ICE in Austin Needs Surgery for Bullet Near His Spine

Rep. Greg Casar visited Wilber Rafael Garcés Pérez, 28, a Venezuelan asylum seeker shot by an ICE officer during a vehicle stop on September 20 and now held at the South Texas ICE Processing Center in Pearsall. A specialist told him he needs surgery to remove a bullet near his spine. His attorney says he was making a DoorDash delivery; DHS says he is receiving around-the-clock care.
