Attorney General Phil Weiser sued DHS and ICE to stop or delay the opening of the roughly 1,200-bed Big Horn detention center in a shuttered Hudson prison, alleging violations of NEPA, the Administrative Procedure Act and the Immigration and Nationality Act.
